Regulations on the Implementation of the Second Swiss Contribution to Selected Member States of the European Union to Reduce Economic and Social Disparities within the European Union

 

The Framework Agreement for the Swiss-Romanian Cooperation Programme details the responsible institutions in Romania and Switzerland, the method and principles of implementation, as well as the thematic areas in which the Support Measures (programmes) will be developed.

The bilateral cooperation program will be managed by the following institutional actors with the role of programme operators:

  • Ministry of Education - "Dual VET Programme";
  • Ministry of Research, Innovation and Digitalization - "Research Programme Romania";
  • Ministry of Entrepreneurship and Tourism - "Strengthening SMEs through enhanced access to finance Programme";
  • Ministry of Internal Affairs - "Public security and safety Programme" (Internal Affairs);
  • Ministry of Justice - "Public security and safety Programme" (Justice);
  • Ministry of Development, Public Works and Administration - "Energy efficiency and renewable energy Programme" and "Improvement of access to the Bucharest Metro network Programme";
  • Ministry of Health - "Health services Programme";
  • Ministry of Labor and Social Solidarity - "Social Inclusion Programme";
  • Program operator selected by Switzerland- "Civic Engagement Programme".

The emergency ordinance regarding the setup of the general financial framework for the second Swiss financial Contribution has been published in the Romanian Official Journal.

Through the first  Swiss Contribution 181 million CHF was allocated to  Romania. With the support of Swiss grants, very important areas were financed such as: security, stability and reform support, as well as environmental and infrastructure issues, private sector promotion, including export, SME financing, health, social and resource development human. In all these areas, we noted the constant concern of our Swiss partners to achieve a visible impact at the level of the beneficiaries, which led to a constant and consistent relationship both with the public and with the business environment in Romania.

Through the second Swiss Contribution in Romania, Romania benefits from 221.5 million CHF from the non-refundable financial contribution.

Our common concern was and still remains related to the multiplicative value of the projects and to their quality as a model for interventions at the local level. The second contribution further strengthens the political, economic and cultural ties between Switzerland and the EU member states. In the case of Romania, the cooperation programme will focus on programmes both in the social field, with an emphasis on the rural and underdeveloped areas, as well as in the fields of education and research, stimulation of SMEs, public safety and security, health and in the field of sustainable development and energy efficiency.
