Constituting itself, from the outset, a major participant in the new electronic payment system, implemented in Romania in 2005, the State Treasury of the Ministry of Public Finance marks, in our opinion, an innovation in the practice of financial-banking market EU countries' with a position that sets us apart as a government as a SWIFT member, user of SWIFT technology and a partner of the banking community in a national settlement and payments system.

Becoming a participant of this system involved special efforts of the State Treasury, both in financial terms and human resources developing a solution that includes a suite of consistent business modules:

  • Operating funds transfer in real time which allows the automatic processing of payments centrally between the State Treasury of the Ministry of Public Finance and economic operators through banking institutions that have access to Interbank Electronic Payment System operated by TransFonD;
  • Operating control by continous accounting operations reconciliation that allows early detection and investigation of exceptions;
  • Operating real-time monitoring of liquidity;
  • Operating continuous monitoring and control of IT resources and financial transactions;
  • Operating process control, operations and resources.

Treasury attaches the utmost importance to changes with regulatory functions undertaken by the European Payments Council (EPC) on the implementation of SEPA and aims to ensure visibility and strengthen a model of treasury and debt performance by aligning to the new standards and continous development of its infrastructure functionalities.

Treasury aims thus be a powerful engine of industrial development payments in the region, realizing the need for direct involvement in the analysis on how to strengthen and enhance the competitiveness and efficiency of public authorities in the definition and deployment of competitive access services for funds transfer for individual taxpayers in the Member States of the European Union.

The outstanding results recorded led to recognition by the domestic and international financial community of the progress made by the State Treasury of the Ministry of Finance on modernization of the Romanian payments industry, its effort being illustrated by the recognitions obtained in:

    a. Good Practice Label Project RoSTEPS (Elecronic Romanian State Treasury Payment System), eGovernment Awards 2009;
    b. Conference "Innovation and Quality in the public sector" - 1st prize
    c. FinMedia Awards Gala Prize "e-Support" e-Finance 2008;
    d. FinMedia Awards Gala Prize "e-Success" e-Finance 2007.
